John VanWalleghem, Ph.D

John has 40+ years of experience in student services and educational administration. He claims to have “done it all” in special education, from educational assistant and bus driver to teacher, divisional director to university professor. He worked for Manitoba Education as coordinator of the Special Education Review Initiative and Director of Research and Planning. Throughout, he gained additional understanding from related professional and volunteer activities. His graduate degrees focused on special education and educational administration. He is an experienced presenter, researcher, manager and facilitator. His background provides a broad, informed perspective on appropriate education in Manitoba.

John is a lead author of Profiling Inclusive Cultures in Schools (PICS), a self-assessment instrument for improving inclusive education. PICS helps school communities to: learn more about inclusive education, assess their current strengths and weaknesses, and set concrete directions for improvement. Since the 2012/13 school year, PICS has been used in River East Transcona School Division (Winnipeg) and elsewhere.


John provides various of consulting services, including:

  • Formative reviews of school division students services
  • Strategic planning facilitation using PATH (Planning Alternative Tomorrows with Hope)
  • Profiling Inclusive Cultures in Schools (PICS) facilitator training
